I am directed to invite your attention
to a paragraph headed "Chinese Sailors tortured" in the
"HongKong Telegraph" of the 18th. instant, and to state
that His Excellency the Governor will feel obliged if you
will ascertain whether the facts as stated are true, as
such action if true bears upon the proposal that prisoners
made by British Authorities in the suppression of piracy
on the West River should be handed over to be dealt with
by the Chinese Government.
